Yes. When the only evidence are hairs with neither root nor bulb, a mitochondrial DNA analysis is possible to try to exonerate a suspect. In the case that DNA matches, it is worth keeping in mind that the mitochondrial DNA of an individual is identical to all relatives that share maternal lineage (mother, brothers and sisters, motherly uncles and aunts, etc.) so this analysis is not conclusive by itself.
What sample size is needed in order to obtain results via DNA?
It depends on the conditions of the sample (on how damaged and/or contaminated it may be) and the type of test requested (a mitochondrial DNA is preserved better than a nuclear DNA).
